BRIEF PROFILE+
Mr. Walter E. Blogren was the first Chairman of US National Committee of the International Commission on Irrigation and Drainage, a former Vice-President of the Commission`s Executive Council, and a member of the US National Committee on Large Dam - World Power Conference. When he retired in 1955, he was the Assistant Chief Engineer of the Bureau of Reclamation. During his career, he gained national recognition as an authority on water development engineering, especially in irrigation and drainage. His work included virtually every phase of investigations, project planning, and design of irrigation developments in the Western United States. He began his career by working during summer vacations, and joined the Bureau after graduation from college in 1914. His early work with the Bureau included directing canal and drain surveys, canal design, and drainage investigations. By 1920 he had reached the position of a division engineer in charge of construction. From 1920 to 1929 he worked for a consulting engineer, and for the Office of Indian Affairs. Rejoining the Bureau in 1929, he worked on preparing final plans for Hoover Dam. From 1935 to 1943 he headed the Central Designs and Estimates Group responsible for preparing preliminary designs, estimates, and reports on many Bureau dams and powerplants. In 1944 he was Regional Engineer in charge of design and construction for Region 7. In 1947 he was appointed Assistant Regional Director, and on September 19, 1949, he was appointed Assistant Chief Engineer of the Bureau. He was Vice-President ICID from 1953 to 1957.
