World Irrigation and Drainage Prize

To recognize and promote commendable work done in food security and sustainable water utilization around the world, ICID instituted World Irrigation and Drainage Prize (WID Prize) in 2013. It recognizes individuals, groups of individuals or institutions working at a large scale from the last fifteen years in the field of enhanced agricultural practices and sustainable irrigation strategies at regional, national or international levels.

Criteria and Nomination

The Prize includes a cash award of US $10,000 and a citation plaque citing the meritorious achievements of the winner. It is awarded every three years during the triennial World Irrigation Forum (WIF). The nominations are invited in the begining of every WIF year: the upcoming would be in 2022. Applications are completed using an online submission process https://icidevents.org/awards

The candidates are adjudged without any discrimination whatsoever on the grounds of nationality, religion, race, gender, age or political belief. The prize amount may be shared in exceptional circumstances between more than one winner, each of whom is considered to merit the Prize, and divided equally.

At the opening ceremony of the 3rd World Irrigation Forum in Bali, Indonesia, on Monday, 02 September 2019,  Prof. Dr. Chandra was presented with the 3rd World Irrigation and Drainage Prize by H.E. M. Basuki Hadimulyono, Minister for Public Works and Housing (PWH), Indonesia, prize money by H.E. Tian Xuebin, Vice Minister, Ministry of Water Resources of PR of China, and Er. Felix B. Reinders, President ICID. Prof. Dr. Chandra Madramootoo, James McGill Professor from Canada is well-known internationally for his contribution in domains of water management, irrigation, drainage, agricultural research and hydrology. His areas of expertise also includes water quality of surface and subsurface drained fields, technologies predicting crop water requirements and impacts of water management practices on greenhouse gas emissions.

2nd Water Irrigation and Drainage Prize 2016

During the Opening Ceremony of WIF2, H.E. General Chatchai Sarikulya, Minister of Agriculture and Cooperatives, Thailand; H.E. Tian Xuebin, Vice Minister of Ministry of Water Resources, China; and President Dr. Saeed Nairizi presented the World Irrigation and Drainage Prize, 2016 to Prof. Bart Schultz (The Netherlands) for his sustained, long standing and highly committed work in the irrigation and drainage sector worldwide through education, research, planning and international project implementation. The WID prize comprised of a cash award of US$ 10,000, citation and a trophy.

The Inaugural Ceremony of the First World Irrigation Forum (WIF-1) was held at Artuklu University, Mardin, Turkey on 29 September 2013 ,during the ceremony H.E. Prof. Dr. Veysel EROGLU, Turkish Minister of Forestry and Water Affairs presented the first World Irrigation and Drainage Prize 2013 to Prof. Victor A. Brief CV: Prof. Dr. Chandra A. Madramootoo obtained Ph.D in Agricultural Engineering from McGill University, Canada (1985). At present he holds the prestigious position of Dean, Faculty of Agricultural and Environmental Sciences, McGill University, Canada and Associate Vice Principal of Macdonald Campus of McGill University. Dr. Madramootoo has worked as a member of Canadian National Committee of Irrigation and Drainage (CANCID) during the past 20 years and served in various important working bodies of ICID. He was also the Vice President of ICID from 2000-2003 and presently holding the position of Chairman, CANCID. He participated in numerous ICID IECs and Congresses and was the key force behind the successful organization of 18th ICID Congress and 53rd IEC, Montreal (2002). Prof. Madramootoo is also the member of various professional societies. He has to his credit 15 awards from different organizations and published / contributed papers to more than 300 books, Journals, Conferences etc. He also holds the membership of McGill University Senate, Senate Nominating Committee, Senate Committee on Physical Development and many more.

Brief CV: Emeritus Professor of Land and Water Development, UNESCO-IHE, Delft, the Netherlands (since May 2012) Former Top Advisor, Rijkswaterstaat, Civil Engineering Division, Utrecht, the Netherlands (since October 2009) Prof. Schultz graduated from the Delft University of Technology, Delft, the Netherlands. He also obtained his PhD degree here on the topic ?Water Management of the drained lakes in the Netherlands?. His career includes more than 40 years of research, advising and project implementation in the field of land and water development, drainage, irrigation, flood management and environmental engineering. The first part of his career he worked as head of the Water Management Division in the IJsselmeerpolders Development Authority. In addition to his part time appointment at the UNESCO-IHE Institute for Water Education he was until December 2009 top advisor in Rijkswaterstaat, Civil Engineering Division. In this capacity he was, among others, responsible for environmental impact studies on major hydraulic works, as well as for advice, design and implementation of large scale environmental engineering projects. At UNESCO-IHE, Prof. Schultz was responsible for education and research in Land and Water Development. Under his guidance about 200 overseas participants obtained their Master of Engineering degree (MEng), 190 participants their Master of Science degree (MSc) and 21 participants their PhD degree. From September 1999 to July 2002 he was President of the International Commission on Irrigation and Drainage (ICID). He is author of more than 300 papers in the field of land reclamation, drainage, irrigation and flood management and editor of several proceedings of National and International Conferences. He is chairman of the Editorial Board of the ISI Science Journals Citation Index listed journal Irrigation and Drainage. During his career he visited about 35 countries to: (i) participate in international research; (ii) appraise, evaluate, or advice in projects; (iii) teach in the fields of land reclamation, drainage, irrigation and flood protection projects. He is a member of the International Water Academy, Oslo, Norway and the winner of the 2nd World Irrigation and Drainage Prize. Prof. Schultz received the 2nd World Irrigation and Drainage Prize during the Opening Ceremony of the 2nd World Irrigation Forum in Chiang Mai, Thailand, on 6 November 2016. World Irrigation and Drainage Prize is instituted by ICID to recognise the contribution of individuals and institutions promoting sustainable irrigation and enhanced agriculture production around the world. The Jury for the Second Edition of the Prize was chaired by President Honoraire Dr. Chandra Moodrmooto, with members drawn from FAO, DWFI and ICID.

From a strong field of eminent candidates, the international Jury for the ICID World Irrigation and Drainage Prize 2013, chaired by President Honoraire Mr Peter Lee, with members drawn from FAO, IWMI and ICID has adjudged Prof. Victor A. Dukhovny as the winner of the First World Irrigation and Drainage Prize 2013 in recognition of his outstanding contributions to the development of agriculture water management made over 57 years.

An eminent researcher, academician, engineer and administrator in the Irrigation and Drainage Sector, Prof. Dr. Dukhovny is known for his vision, knowledge,extensive experience, dedication, andunwavering commitment to land and water productivity improvements for agriculture and to achieving food and water security. Prof. Dukhovny is an ardent advocate of the benefits of water sharing for peace, human security and economic prosperity.

The first part of Dr Dukhovny's career was notable for his leadership of the construction and development of irrigation over 700,000 ha of the Central Asian steppes encompassing best practice at the time, and incorporating several innovations in drainage technology as well as irrigation, which were the result of his field research.

Dr Dukhovny was then for more than 20 years Director of the Central Asian Scientific Institute on Irrigation (SANIIRI) and helped change perspectives on the management of water resources in the Aral Sea Basin. After the breakup of the Soviet Union, he has been a key advocate of inter-state collaboration on the responsible use of water in the basin. He is well-known across the water sector internationally as a champion of irrigation and drainage, and for continuing research and exchange of ideas in its development. He has worked hard in often very difficult circumstances to further these causes, and at the same time nurture a new generation of irrigation professionals."

Prof. Dukhovny's commitment and dedication to the water-related activities, especially meeting the irrigation and drainage challenges encountered in the Aral Sea Basin, has evoked admiration among his peers. His name has always been in the forefront and synonymous with Aral Sea Basin Region and its related issues contributing to: the development of water policy and basin strategy for harnessing water resources; assessment of social-economic influence of water development; tackling ecological consequences of irrigation in arid zones; restoration and rehabilitation of old irrigation systems; control of salinity of lands in Central Asia; optimization of water management in river basins; and by enhancing cooperation in I&D sector in Central Asia.

Prof. Dukhovny has more than 30 patents and Certificates of Innovation awarded by the Soviet government especially for new methods of lining canals, design of trench less drainage machines with depth of 3 meters, system of combined drains and others. He was given Soviet Union State Award for implementation of horizontal drainage (1978), and for implementation of specific methods of vertical drainage (1973). Under his leadership, many of these innovations such as subsurface and vertical drainage, combined lining of canals, steady method of leaching, tube irrigation from stationary and flexible tubes and many others were implemented and recognized through numerous awards by the Governments of the erstwhile Soviet Union and the Uzbek Republic.

Born on 20 April 1934 at Kharkov, Ukraine Prof. Dukhovny is currently the Director of Scientific Information Center of Interstate Coordination Water Commission of Central Asia (SIC ICWC) where he has been actively engaged in the implementation of drip irrigation, development of theoretical and practical frameworks for integrated water resources management in arid areas, with large-scale pilot testing in the Fergana Valley, and installation of SCADA system on the Syr Darya rivers and the Fergana Valley.

Prof. Dukhovny, a leading Professor of Irrigation and Drainage, has been a universal teacher and mentor to a number of research students from all over the world guiding them in their doctorate work. He has authored more than 350 publications, 28 books and monographs.

Prof. Dukhovny has been associated with many international organizations in the water sector: as Vice President of ICID; Governor of World Water Council; Member of Board of International Water Resources Association; and Executive Secretary of Eastern Europe, Caucasia and Central Asia network of International Network of Basin Organizations, to name a few.

Prof. Victor A. Dukhovny will be presented with the First World Irrigation and Drainage Prize comprising of a Cash Award of US$ 10000 and a Citation Plaque at the inaugural ceremony of the First World Irrigation Forum in Mardin, Turkey, on 29 September 2013
