The Kepajaran Main Intake

The Kepajaran (Main) Intake is a building for those in the Delta Brantas Irrigation Area with a standard service area of 17,942 hectares. The Kepajaran Intake is located on the Voor Kanal in Sidoarjo Regency, East Java Province. Administratively, the area of Sidoarjo Regency is bordered by, to the north are the Municipality of Surabaya and Gresik Regency, to the south is Pasuruan Regency, to the east is the Madura Strait and to the west is Mojokerto Regency. The construction of The Kepajaran Intake is one of the historical legacies during the Dutch colonial government in Indonesia, along with the construction of the Lengkong Dam, which was built in 1852-1857.

 

The Kepajaran Main Intake is a building that divides water into the Porong Canal (Dutch: Porrongkanaal) and Mangetan Kanal (Dutch: Mangetankanaal) which serve the Trosobo, Sumput, Prambon and Porong areas in Sidoarjo Regency, East Java Province. Between the two canals there is a water intake to the Kemlaten Canal. The intake control system for agricultural operations after construction is manual with human labor to open the door.

 

The Kepajaran Main Intake has 5 discharge gates which are electrically operated. Porong Canal intake gate 6 units  out of which 4 units are operated electrically and 2 units are manually operated. Mangetan Canal intake gate 7 units. Kemlaten Canal intake gate 1 unit and intake gate for raw water 1 unit. In accordance with the Regulation of the Minister of Public Works Number 14/PRT/M/2015 concerning Criteria and Determination of the Status of Irrigation Areas, the Delta Brantas Irrigation Area is the authority of the central government which is carried out by the Technical Implementation Unit of the Balai Besar of the Brantas River Region because it has an irrigation service area of more than 3000 hectares.

 

The construction of the Kepajaran Intake aims to plant sugarcane whose yields are for the benefit of the Dutch government. Until 1920, the Kejajaran weir had not been reconstructed so that the Kejajaran weir was more than 100 years old. In 1850, Indonesia was a Dutch colony. In the Sidoarjo region, the majority of the people work as farmers, sugarcane plantation farmers and sugar factory workers. At the beginning of 1900 the wages of factory workers were 105 cents/day (Rp. 8,757.43) while farmers were only 25 cents/day (Rp. 2,085.00). So that the monthly salary of factory workers was Rp. 262,723.00 and farmers Rp. 62,550.00. Before the Kepajaran Intake was built, agriculture in the area relied on rainwater. The existing river elevation is below the agricultural land elevation. So to improve agriculture, the Kepajaran Intake and Lengkong Weir were built in 1852-1857.

 

The Lengkong Weir was reconstructed in 1974 for flood control and irrigation needs. Meanwhile, the Kepajaran Intake was not reconstructed, only repairs were made for the doors that were experiencing rust and adding electrical mechanics to operate manual doors to become electric doors.

 

Apart from that, since the establishment of the Kepajaran Intake, the sugar factory in Sidoarjo Regency has also experienced development. Tjandi/Candi Sugar Factory workers' income is in accordance with the 2023 regional minimum wage, which is Rp4,518,000/month

 

When compared with the conditions before the construction of the Kepajaran Intake, the monthly salary of factory workers was Rp. 262,723.00 and farmers Rp. 62,550.00. So that there is an increase in the economy of farmers / surrounding communities before and after the construction of the Kepajaran Intake.

 

The farmers can plant rice once a year and plant sugar cane because the demand for sugar raw materials is needed by the Candi Sugar Factory in Sidoarjo Regency. Sugarcane factories in Sidoarjo Regency have also begun to develop since the construction of the Intake Kepajaran, such as the Tjandi Sugar Factory which can absorb local workers with the Sidoarjo district regional minimum wage in 2023 of  Rp4.518.000 / Month.

 

The Kepajaran Intake was built to divide water into the Mangetan Canal, Porong Canal, Kemlaten Canal and Kalimati Canal. In addition to the dividing door, the Kepajaran Intake has a discharge door to remove sediment that has accumulated upstream of the Kepajaran Intake. So by design, the Kepajaran intake has an environmentally friendly control gate thereby reducing sedimentation in the canal. Sediment cleaning is done through this door during the rainy season.

 

The Kepajaran Intake was built almost simultaneously with the construction of the Lengkong Dam in 1852-1857. The following is the year the construction was completed (1857) attached to the Delta Brantas Irrigation Area.

 

The Kepajaran Intake is a relic of the Dutch during the colonial period which was built at the same time as the construction of the Lengkong Dam, 1852-1857. Based on the results of the survey, the Kepajaran Intake underwent routine maintenance because the iron was porous but did not change the structure of the weir. In 2015, electrical additions were carried out so that door operations which were originally manual using human power, became machine and electric power.
