This report is the result of the survey undertaken by the Working Group on Development and Management of Irrigation Systems (WG-DMIS). It has been clear for some time now that there is a close relation between the institutional and management arrangements and the performance of irrigation and drainage systems. This second survey of OM&M funding revealed many important findings about the structure of the irrigation authorities charged with the management of irrigation and drainage. It also reveals some important relations between certain types of organisations and their ability to operate and maintain irrigation and drainage infrastructure to provide services in a sustainable manner. As we enter a new century of irrigation and water resources development institutional performance will play a critical role in managing water for sustainable agriculture. This publication will be of great interest to irrigation and drainage practitioners, researchers and managers with a particular interest in institutional development.
