Maharashtra Water Resources Regulatory Authority(MWRRA), India+

The state government initiated a number of administrative and legal reforms which constitute broadly what is known as the ‘Water Sector Reforms~. These include the formulation of the comprehensive State Water Policy 2003, implementation of a Water Sector Improvement Project to rehabilitate 286 irrigation projects (major, medium and minor) and the enactment, in March 2005, of two statutes namely the Maharashtra Management of Irrigation Systems by Famers (MMISF) Act and the Maharashtra Water Resources Regulatory Authority (MWRRA) Act.

Mission : "Our mission is to provide sustainable water security to the State of Maharashtra"
The three main functions of the authority are:
(i) To determine the criteria, regulate and enforce the distribution of entitlements for the various categories of use and the distribution of entitlements, within each category of use.
(ii) To establish a water tariff system for levying water charges on various categories of water users with a view to establishing a stable and self sustainable management of service delivery to such users.
(iii) To review and clear water resources projects, with a view to ensuring that a project proposal is in conformity with the Integrated State Water Plan (ISWP).
The Authority is also required to support and aid the enhancement and preservation of water quality and promote sound water conservation and management practices.
The Authority has been vested with a special responsibility under Section 11(f) and 21 of the MWRRA Act with regard to clearing projects in districts and regions with irrigation backlogs as per the Governor?s directives. The Authority is also required to ensure equitable distribution of water during periods of scarcity (Section 11(c), MWRRA Act).

A young professional from Germany with extensive field and operational experiences in water resources management and climate change in South Asia. Currently working as a consultant to guide CIMMYT~s water related work in South Asia while completing a PhD at Wageningen UR. My work developed out of the CSISA Project~s (www.csisa.org) workstream on coping with climate variability. The project supports governments in designing and implementing sustainable intensification pathways in the region through systemic change by identifying better bet agronomic practices, engaging the private sector, and building capacity in local institutions. This means that we have a strong field presence and network with local stakeholders and institutions.
To be more specific, I work on the interlinkages between sustainable intensification, climate change adaptation, and the safe operating space of irrigated agriculture in the Eastern Gangetic Plains. The ecological and social complexity of the smallholder and rice-wheat dominated agroecosystems constitute one of the major challenges while prevailing poverty and food insecurity pose large potential for impact. I am currently conducting a study on identifying entry-points for supporting farmer-led groundwater irrigation expansion in Nepal~s Terai. I addition, I am developing a spatial crop modelling framework that can leverage assets in crop simulations as well as RS products. A CV with more detailed qualifications is available upon request.
By joining the Workgroup of ICID, I wish to contribute to ICID~s mission on irrigation, drainage and food management in today~s changing climate, share my knowledge and innovative ideas to the existing framework, support ongoing organizational efforts, and broaden my network as well as potential work and research insights given the inter-disciplinary approaches of ICID.

Prof? Kumar has over 38 years of experience in Hydropower and environmental management of river and lakes. He served CLA for Hydropower on SRREN for IPCC. He established ilydraulic Turbine R&D Laboratory, Real Time Hydropower Simulator, Sediment Monitoring and Impact Analysis Laboratory and developed standards for small hydropower and lake conservation. He initiated a master programme in environmental management of rivers and lakes in2004.
He appraises projeet proposals for Government of India and state governments regularly. He carried out CIA studies of hydropower projects on few major rivers. Prof. Kumar had received various awards and recognitions from CBIP, Institution of Engineers and HpA.

Prof. Roy has over 32 year of professional experience in teaching, training and research actives in Water Resource Engineering with special emphasis on Land Drainage. He obtained B. Sc. Degree in Civil Egg. from R. I. T. Jamshedpur in 1984, where he worked as a Lecturer for 1.5 years. He obtained M. E. Degree in Civil Engg. from the then Roorkee University in first Division with Hon~s in 1987. He obtained Ph. D Degree from Patna University in 1995. Then he joined WALMI Patna where he worked over 9 years where he was actively associated with all-round development of the institute, viz imparting training to the in service Engineers of the water resource Department Govt. of Bihar, establishment of the institute farm, soil science and Plant Science laboratories, conducting several training courses as well as seminars/workshops/conferences.
Dr. Roy has also worked in Ethiopia for 8.5 years as an Associate Professor of Irrigation Engineering in faculty of Water Technology, Arba Minch University, Ethiopia. He also worked as Head of Dept. Irrigation Engineering from 1997 to 2001.

Dr. P.V. Timbadiya is Associate Professor in Water Resources Engineering Section, Department of Civil Engineering, Sardar Vallabhbhai National Institute of Technology (SVNIT), Surat, India. He secured his Post-Graduation and Doctoral degree in Water Resources Engineering from SVNIT Surat in 2004 and 2012 respectively. He did his Under Graduation in Civil Engineering from Sardar Vallbhbhai Regional College of Engineering Technology (now SVNIT). Prior to joining SVNIT Surat in March 2009 as Assistant Professor, he has also worked with S.V.M. Institute of Technology Bharuch, Gujrat, India in the same capacity.
His research expertise is flood modeling, hydrologic modeling, climate change impact assessment, morphology of rivers, water distribution network analysis and design. He is currently guiding six Doctoral Scholars and has already guided 21 M.Tech dissertations. He is also actively involved in research and consultancy activities, the prominent being 'Design of water related infrastructure (water distribution, sewerage network and storm water network) for Dholera Smart City' and Geomorphologic study of Tapi River using GIS and Remore Sensing.
